Who must register & key deadlines

Insurance, smog, and VIN verification

  • Insurance: DMV may verify coverage electronically. Get a California-compliant policy before you expect plates.
  • Smog: Many gasoline vehicles need a current certificate for transfer or certain renewals. Battery EVs often do not need a traditional smog inspection—confirm year/type on DMV/BAR resources. Out-of-state smog certificates are generally not accepted for California registration.
  • VIN verification: Common for out-of-state vehicles. Incomplete VIN verification stalls the transaction.

Registration holds (why renewal fails online)

Unpaid parking/toll citations, failed/missing smog, and certain other DMV holds can block renewal. Clear holds before expecting online success. This is a process issue—not a calculator bug.

Military, students, temporary permits

  • Military: Nonresident military members (and sometimes qualifying spouses) may have special domicile/fee situations on DMV materials. Bring orders/ID. Fee exceptions ≠ skipping insurance or lawful plates.
  • Students: Attending school in California does not automatically equal residency for registration. If you become a resident, the 20-day §6700 clock can apply.
